A network of RCO : The Doris_Net project
“Downstream Observatory organised by Regions active In Space – Network”
The Doris_Net project is a European project from the 3rd FP7 Space Call, SPA.2010.1.1-07 Coordination Acton (CSA), "Fostering activities and links with downstream regions" to act at the regional scale to promote the use of GMES (Global Monitoring for Environment and Security) data and services in Earth observation) and to ensure the link between local regional authorities, service provider companies and European decision makers to maximize the benefits of these innovative tools that have a significant impact on the economy, environment and quality of life.
The main partners of the project called "core partners" are (see map below) :
- CEON, representing the Land of Bremen
- CETE Southwest, representing regions Midi-Pyrénées/Aquitaine,
- SRCTE, representing the Azores,
- ULEIC, representing the United Kingdom
- CNR, representing Italy
- CHT, representing the Aquitaine
Other partners involved in the project are : the "fast track partners" (Britain and French Guiana for France, cf. map for the other countries), and "outreach regions" (PACA for France).

The project objectives are :
- identification and inventory of GMES offers
- identification and mapping of needs with regards to GMES services
- training and user awareness
Project duration : 36 months (February 2011 - January 2014).
To do this, the Doris_Net project aims to implement the Regional Contact Offices(RCO) to be set up first in six regions of Europe, those of the core partners, then to extend these offices in other regions, those of the fact tracks partners, then those of the outreach partners that will be sponsored by the core partners.
Regional Contact Offices are a kind of "desktop of satellite applications in Earth Observation" responsible to raise the awareness on the potential of satellite applications for regional actors (organization of day awareness, demonstration), to identify regional service providers, regional users and to respond to user requests in terms of existing services or services to be developed.
Information on existing services or user demands will be stored on a platform common to all the Regional Contact Offices (RCO). By this way, RCO will be related to each other by means of this platform (see below) which gives them a range of both regional and interregional cooperation.
